The Center for Truth and Justice (“CFTJ”) submits this shadow report to the UN Committee against Torture (“the Committee”) under Rule 63 of the Rules of Procedure in advance of the Committee’s consideration of the fifth periodic report of the Republic of Azerbaijan (“Azerbaijan” or “the Government”) under Article 19 of the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment (“the CAT” or “the Convention”) at its 79th session.
